Valid Bookshelf Placement Rules
Leave one clear block of air
A bookshelf must be separated from the enchanting table by one empty block. Torches, carpet, snow layers, slabs, string, flowers, and other blocks in that gap can stop the shelf from counting.
Use the two-block ring
Bookshelves count when they are two blocks away horizontally from the table, including diagonal corner positions. Shelves directly beside the table are too close.
Keep the height correct
Valid shelves are on the same level as the enchanting table or one block higher. Shelves below the table or too high above it will not add enchanting power.
Simple level 30 layout
The easiest survival setup is a 5 by 5 outline with the enchanting table in the center, one empty ring around it, and 15 bookshelves in the outer ring. Leave one gap as the doorway. This gives level 30 while keeping the table easy to access.

Why Your Enchanting Table Is Not Level 30
You have 15 shelves, but not 15 valid shelves
Count only regular bookshelves in the two-block ring. Decorative shelves outside the valid range do not help.
Something is blocking the air gap
Remove torches, carpet, snow, buttons, signs, plants, slabs, and other blocks from the space between the enchanting table and bookshelves.
Your XP level is lower than the offer
The table can show a level 30 offer while your player level is below 30. In that case the offer exists, but you cannot select it until you gain enough XP levels.
You are using the wrong block
Use regular bookshelves for enchanting power. Chiseled bookshelves are useful storage blocks, but they are not a substitute for the standard bookshelf ring.
